The Istanbul negotiations marked the first formal discussions between Ukrainian and Russian representatives since the early stages of the conflict. Instead, Russia dispatched a delegation led by aide Vladimir Medinsky and Deputy Defense Minister Alexander Fomin, a move interpreted by many as a lack of commitment to genuine negotiations.
